DESOPADEC

The Delta State Oil Producing Areas Development Commission (DESOPADEC) was established by law in 2007 as an interventionist agency to among other things, provide social and infrastructural developments in the oil bearing communities (nations) of Delta State.
The benefiting nations under DESOPADEC are Itsekiri, Ijaw, Urhobo, Isoko, Ndokwa and Ika.

SUMMARY OF 2016 TO 2020 AWARDED PROJECTS UNDER DESOPADEC

DELTA STATE CAPITAL TERRITORY DEVELOPMENT AGENCY

The Delta State Capital Territory Development Agency was established by law in 2015 and it is designed to be a strategic Government interventionist organization primarily to accelerate the infrastructural and environmental development of the State Capital Territory as a gate way to the State and other neighboring States. A lot has been achieved in terms of increased road construction network and the establishment of storm water drains to evacuate the annual flood associated with the rain. Most of these have been commissioned for use, while others are at various stages of completion.

Critical amongst these are:

  • The construction of the Direct Labour Agency Road and its adjoining streets connecting the Jesus Saves Road and the Sewers leading to the Ministry of Agriculture Road mega Storm water Drain;
  • The construction of Ambassador Leo Okogwu Road and the Storm Water Drain connecting its adjoining streets in the neighbourhood down to the Lion House building along Nnebisi Road; which connects the Agric Road Drain opposite the Federal Medical Centre downward into the River Niger; and
  • The construction of the Bonsac Road Projects (Phases I and II) and the drains to mention but a few.

Various new road/drains projects have been awarded within the Capital Territory between August, 2019 till date. Some of these have been completed and commissioned with others at various stages of completion. Presently, Asaba City metropolis have been cleared of all forms of illegal structures, shanties and quasi settlements that previously littered all major roads and streets. Roadside trading and street hawking have been banned while major roads and street setbacks including drains have been cleared of all debris.  Meanwhile, over 140 SMART Delta Fruits/ Food shops/Arenas have been constructed at strategic locations across Asaba, the State Capital city to accommodate traders and food vendors that hitherto littered the City. The shops located at Summit Junction, FMC, NTA Junction, Akpu Junction, the former Abraka Market junction and Infant Jesus have helped in improving the aesthetics of the City and enhanced the well-being of the traders and residents alike.

Furthermore, two new markets were established:

  1. The new Anioma Market along the Okpanam road designed to clear all illegal roadside traders along the Midwifery road and the Okpanam road axis and accommodate them in a proper market setting
  2. The former Abraka Market which was known for its notoriety as hideout for robbers, criminal and various illicit trading activities have been demolished. Presently, all the commodity traders that were verified as legitimate business concerns have been relocated to the new commodities market along the Oko road, off the Asaba-Onitsha Expressway, free of charge to the traders.

By these developments, small and medium scale business owners have been encouraged. The Agency undertakes periodic cleanup exercises and regular checks on dissenting residents /business premises from time to time to control the excesses of members of the public.

WARRI/UVWIE AREA DEVELOPMENT AGENCY

The Warri/Uvwie and Environs Special Area Development Agency was set-up by Law in 2019. The Agency was established as a multifaceted interventionist agency, with a focus on ecological, environmental remediation, health, economy and social infrastructure development of the catchment areas respectively and this vision form the bulk of the Agency policy thrust.

Its assigned functions among others include to:

  1. Formulate policies and guidelines for the development of the Warri/Uvwie and Environs Special Area;
  2. Conceive, plan, and implement, in accordance with set rules and regulations, projects and programs for the sustainable development of the mandate area
  3. Prepare a master plan designed to promote the physical development of Warri/Uvwie and Environs Special Area;
  4. Develop and operate infrastructure services and facilities within the Agency’s mandate area; etc.

So far the completed and on-going projects of the Agency are:

  • Rehabilitation of Failed Sections of Road Between Ogunu Bridge and Angle Park in Warri South L.G.A.
  • Construction of Matthew Ikperikpe Close in Ekpan, Uvwie L.G.A.
  • Rehabilitation/Asphalt Overlay of Apala Roads, Okumagba Layout in Warri South L.G.A.
  • Flood Control Measures in Effurun/Warri and Environs (Phase I).
  • Flood Control Measures in Effurun/Warri and Environ (Phase II).
  • Rehabilitation of Failed Sections between the NPA and Chevron Gate U-Turn in Uvwie and Warri South L.G.A.
  • Construction of Access Road to the Federal Housing Estate in Ugboroke, Uvwie L.G.A.
  • Construction of Trapezoidal drains in the median along NPA Expressway in Uvwie and Warri South L.G.A.
  • Construction of Atse Olu Community Roads in Warri South L.G.A.
  • Reconstruction of Okwatata Road with Spurs to B. K. Johnson and truth and Life Street in Uvwie L.G.A.
  • Reconstruction and Resurfacing of Ugbolokpos/Ogbomro Road to DSC. Expressway in Uvwie LGA.
  • Construction of Ejirue/Ovhokwo Streets, Ekpan in Uvwie LGA.

The projects executed so far by the agency have created tremendous impact on the environment and residents of the environs, as the meanness of flooding and dirt are gradually disappearing from some of the areas. Inspite of the challenges posed by the Covid-9 Pandemic, the Agency has completed the Rehabilitation and Construction of three roads projects of 2.672Km. Length with a Drain Length of 2.83Km and an on-going roads and drainage projects length of 4.555Km and 39.06Km respectively. Cumulatively, a total road length of 7.227Km and 41.89Km of drains lengths respectively are projects had been completed and on-going by the Agency.
