Education

"The Vision of the Delta State government on education is to provide access to pre-primary, primary, post-primary and tertiary institutions for qualitative and functional education." - Governor Okowa

The Mission is to ensure the provision of qualitative, functional and free education to all children of school age irrespective of religion, sex, culture and disability. The major strategy put in place by the State for the attainment of the educational goals and objectives is through the determined implementation of laid down educational policies in line with the National Policy on Education (NPE) and in tandem with the philosophies of the State Government.

The State’s policy target is to ensure that all Deltans of school age are catered for in line with the National Policy on Education (NPE), United Nations Children Fund (UNICEF), Millennium Development Goals (MDGs) and Universal Basic Education (UBE) requirements.

In the light of the above, the Gov. Okowa-led administration summoned an Education Summit in January 2016 with the aim to revamp and transform the education sector in Delta State.
The resolutions of that Summit as approved by Exco include amongst others;

  • the establishment of The Teachers Professional Development Center (TPDC)
  • the revision/enrichment of the school curricular and the production of the Schemes of work based on the New National Curriculum for Basic and post Basic levels;
  • the involvement of host communities and Local Government Councils in the security of schools in their localities,
  • the provision of sporting facilities and equipment in schools and the reintroduction of sports competition among schools in the
    State.
    Appropriate MDAs were therefore directed to take prompt and necessary actions to implement these resolutions

Establishment of New Schools and Access to Education

  • 46 additional public schools were established from 2015 to date (16 primary schools and 43
    secondary schools).
  • Currently, there are 1,130 public primary schools and 474 public secondary schools in the state.
  • The Sate has a vibrant private school sub-sector which compliments the efforts of the government in the educational development of the State.

Provision of Infrastructure & Facilities in Schools

The Okowa led administration has set an enviable record in the provision of infrastructural facilities ( renovation of existing buildings, building of new schools/classrooms, Laboratories, supply of science  equipment, computers, school furniture, etc.) in schools.

In order to broaden access of Delta students to university education, the State government upgraded three existing institutions to university status.

  • Dennis Osadebey University, Asaba (formerly Delta State University, Asaba Campus),
  • University of Delta, Agbor (formerly College of Education, Agbor)
  • Delta State University of Science and Technology, Ozoro (formerly State Polytechnic, Ozoro)
To date, the state has four government owned universities (Abraka, Agbor, Asaba and Ozoro), two polytechnics, (Ogwuashi-uku, and School of Marine Technology, Burutu), two Colleges of Education (Warri and Mosogar), Schools of Nursing/Midwifery (Eku, Agbor, Ughelli and Asaba).
 
There are also two Federal Universities (Effurun and Okerenkoko), five Private Universities (Ogume, Ibusa, Kiagbodo, Oghara and Agbara-Othor), two Private Polytechnics (Agbor and Owa-Oyibu).

TECHNICAL & VOCATIONAL EDUCATION

The Technical and Vocational Education Board was established in 2015 through the signing into law of the Edu Law (cited as the Board for Technical and Vocational Education Law, 2015) by the Delta State House of Assembly. The Board in August, 2019 through a policy statement was reassigned the mandate of managing Vocational Education programmes in the State through the Vocational Education Centres by carrying out administrative functions; training and equipping of youths with employability and entrepreneurial skills that qualify them for self and Industry practice.

They run both Modular and Regular programmes for three months to one year respectively.

The Board currently Manages Twelve (12) functional Vocational Education Centres as below

  • Delta State Vocational Education Centre, Ubulu-Uku
  • Delta State Vocational Education Centre, Ozoro
  • Delta State Vocational Education Centre, Otor-Owhe
  • Delta State Vocational Education Centre, Sapele
  • Delta State Vocational Education Centre, Owa-Oyibu
  • Delta State Vocational Education Centre, Afiesere

The Vocational Education Centres in the State have yearly average enrolment figure of 2,454 cumulating from Self, Government, Communities and Cooperate organizations sponsorship. Currently, Vocational Education in the State has over 155.81% increase in enrolment from 2015 to date.
